Calif: Speak Out Against Opt-out Fees at Local CPUC Meetings in December

CPUC Sets Public Participation Hearings on Smart Meter Opt-Out Costs

The CPUC has set five Public Participation Hearings to hear from consumers about costs and cost allocation issues associated with requiring Pacific Gas and Electric Company (PG&E), Southern California Edison (SCE), and San Diego Gas & Electric Company (SDG&E) to offer an analog opt-out option for residential customers who do not wish to have a wireless Smart Meter installed at their location. Each Public Participation Hearings will run for two hours at the following locations:

PG&E, SCE, SDG&E, and Southern California Gas Company (SoCalGas) will provide a company representative at the Public Participation Hearings to address comments or concerns expressed by attendees. Intervenors may also provide representatives at the meetings. No presentations by the utilities or intervenors will be allowed. A time limit may be imposed, if necessary, to ensure that all members of the public are provided an opportunity to speak. If special accommodations, such as assisted listening devices or language interpreters, are needed, please send an email to public.advisor@cpuc.ca.gov or call toll free at 866-849-8390 at least three business days before the hearing date.

The Opt–Out Decision adopted interim fees for those residential customers electing to participate in the opt-out option and directed that a separate phase be initiated to consider cost and cost allocation issues associated with opt-out options. The decision also directed that the second phase consider whether the opt-out option should be extended to communities, such as local governments and residents of apartment buildings or condominium complexes.The Opt-Out Decision identified two main issues for the second phase: (1) cost and cost allocation, and (2) whether to adopt a community opt-out option.CPUC PROCESSStaff will be present at the hearings.
